Course Registration / Assessment / Deferment and Re-Assessment Fees Policy

1. Purpose
This policy sets out the terms governing course registration, payment, cancellation, deferment, attendance, assessment arrangements, reassessment, refunds, and administrative matters.
2. Definitions
- Trainee: Any individual enrolled in a course conducted by CCCS ILI.
- Registration Date: Date on which enrolment is confirmed.
- Course Start Date: First scheduled training date.
- No Show: Failure to attend without prior written notice.
- Valid Notice: Written notice submitted at least 7 working days before course date.
- NYC: Assessment outcome indicating competency not achieved.
3. Course Registration
Registration is subject to seat availability, eligibility criteria, required documentation, and payment of applicable fees.
4. Course Fees and Payment
Full course fees, nett payable fees, or any required deposit must be paid before course commencement, unless otherwise approved in writing.

A non-refundable registration deposit of S$30.00 per trainee is payable upon course registration and will be offset against the total course fee payable upon course attendance. The registration deposit is generally non-refundable once registration is confirmed, except where otherwise required by law, regulatory requirements, approved exceptional circumstances, or where the course is cancelled by the training provider.
In the event that a trainee is absent from the registered course without prior notice in accordance with the training provider’s rescheduling or withdrawal policy, the registration deposit shall be forfeited. CCCS ILI reserves the right to waive or reduce charges under exceptional circumstances.
For trainees who submit an approved rescheduling request and subsequently attend the rescheduled course, the deposit will remain valid and be offset against the applicable course fee, subject to prevailing SkillsFuture Singapore funding and administrative requirements. - Full course fees or registration deposits paid shall remain valid for enrolment into any scheduled intake of the same course within six (6) months from the original date of payment, subject to course availability and the training provider’s scheduling arrangements. Each trainee may reschedule the course enrolment for a maximum of three (3) occasions within the validity period. Any unused fees or deposits remaining after the validity period or upon exceeding the permitted number of rescheduling requests may be forfeited, subject always to prevailing SSG requirements and fair consumer practices.
- If the trainee does not attend any scheduled intake within the validity period and has not submitted a written request for deferment prior to the expiry of such period, the fees paid should be deemed fully utilized and shall be non-refundable.
- Requests for an extension of validity due to medical reasons, National Service obligations, relocation, or other exceptional circumstances may be considered at the Company’s sole discretion, subject to the submission of satisfactory supporting documentation where applicable.
5. Cancellation, Withdrawal and Refund Policy
- Cancellation requests for paid course fees must be submitted in writing at least 7 working days prior to the Course Start Date.
- With valid reason and sufficient notice, trainees may be eligible for a refund (less administrative charges) or a one-time rescheduling, subject to approval and seat availability.
- Late cancellations or No Show (Course) may result in forfeiture of fees paid and ineligibility for refunds. Trainees may be liable for funding shortfalls, rejected claims, or clawbacks arising from their non-attendance, ineligibility, inaccurate declarations, or non-compliance with funding requirements.
- Refund amounts will be determined based on the Fee Schedule in Section 17.
6. SkillsFuture Credit, Subsidies and Government Funding
All funding claims, withdrawals, amendments, and refunds shall follow prevailing requirements and system processes of relevant authorities. Trainees remain fully liable for rejected or clawed back claims arising from ineligibility, insufficient attendance or inaccurate declarations.
7. Attendance Requirements
Trainees must achieve a minimum of 75% attendance, in accordance with SkillsFuture Singapore requirements. Failure to meet attendance requirements may affect eligibility for assessment, certification, subsidies, or funding support.
8. Assessment and Deferment
Requests for Deferment of assessment must be submitted in writing and are subject to approval, seat availability, and applicable validity periods.
9. Reassessment and Administrative Charges
Trainees who:
- Received NYC outcomes
- Absent from assessments without valid supporting documentation, or
- Request repeated deferments
May be required to pay reassessment or administrative fees, as determined by CCCS ILI.
10. Security / Assessment Deposits
For selected courses, a refundable deposit may be required.
The Security / Assessment Deposit is intended solely to secure attendance and assessment participation for designated courses and shall not form part of SSG funding claims.
The amount, purpose, and conditions for refund will be communicated prior to enrolment.
11. Course Changes or Cancellation by CCCS ILI
CCCS ILI reserves the right to postpone, reschedule, change venue, substitute trainers, or cancel any course due to operational or regulatory requirements.
12. Trainees Responsibilities
Trainees are required to:
- Provide accurate and complete information
- Attend punctually and meet attendance requirements
- Comply with course rules and instructions
- Submit truthful declarations for funding claims
13. Data Protection and Confidentiality
All Personal data will be collected, used, and disclosed in accordance with the Personal Data Protection Act (PDPA) of Singapore.
14. Amendments to Policy
CCCS ILI reserves the right to amend this policy from time to time.
All revisions will take effect prospectively unless otherwise required by law or regulatory authorities.
15. Dispute Resolution
Any disputes or appeals must be submitted in writing to CCCS ILI for review.
CCCS ILI will assess and respond in a fair and reasonable manner.
16. Acknowledgement
By registering for a course, trainees acknowledge that they have read, understood, and agreed to be bound by this policy.
17. The Fee Schedule and Administrative Charges
The fee schedule and administrative charges are attached to Annex A.
17.1 Funding and Trainee Liability
- Funding support (including SkillsFuture Credits, subsidies, or other government support) is subject to trainee eligibility, attendance, and successful submission of claims.
- Where funding claims are rejected, withdrawn, or clawed back by the relevant authority, the trainee shall be liable for the full course fee or any shortfall.
17.2 Attendance and Assessment Compliance
- Trainees must meet minimum attendance requirements (75% or as specified by SSG) to qualify for assessment and funding or such other attendance requirement as may be prescribed by SSG for specific courses.
- Trainees who do not meet attendance requirements may be disallowed from assessment and certification, and funding claims may not be submitted.
17.3 Refund Processing
- Approved refunds will be processed within 30 working days from the date of approval.
- Refunds will be made via the original mode of payment unless otherwise agreed.
17.4 Course Validity and Completion
- All training and assessment (including reassessment) must be completed within the course validity period as stipulated by CCCS ILI and/or SSG requirements.
- Fees paid are non-transferable beyond the approved validity period.
Fee Schedule and Administrative Charges (SSG-Aligned)
The following fees apply to all trainees enrolled in CCCS ILI courses. All fees are stated in Singapore Dollars (SGD) and are exclusive of GST (where applicable).
